Geneva, 14 May, 2026: A high-level delegation from the Albanian Customs Administration met with UN Trade and Development’s ASYCUDA Programme in Geneva to advance cooperation on the development and implementation of ASY5, the 5th generation customs management system and successor of ASYCUDAWorld, designed to support Albania’s customs modernization and alignment with European Union requirements.
The meeting took place in the context of the recently signed Project Agreement between the Albanian Customs Administration and UN Trade and Development for the implementation of ASY5 EU. The project is funded by the Albanian Government and reflects Albania’s continued commitment to strengthening its customs digital infrastructure as part of its broader EU integration pathway.
The visit served as a project oversight and coordination meeting, bringing together senior representatives from the Albanian Customs Administration and ASYCUDA to review the project’s strategic direction, implementation approach and forthcoming priorities. Discussions focused on Albania’s specific pathway for advancing the integration of its ASYCUDA system with EU customs requirements, while taking into account the operational, legal and technical particularities of the Albanian Customs Administration.
A central focus of the meeting was the phased implementation roadmap for ASY5 EU. The two sides reviewed key deliverables, milestones and coordination arrangements required to support the transition from ASYCUDAWorld to ASY5 EU. The discussions also addressed the need to ensure that the project responds to Albania’s national customs environment while supporting progressive alignment with relevant EU customs processes, standards and systems.
The meeting further provided an opportunity to consider the main requirements for the next stage of implementation. These include the establishment of a dedicated national project team, the identification of human resource needs, and the assessment of IT infrastructure requirements necessary for the deployment of project deliverables. The two sides also discussed the preparation of a tentative action plan for 2026, which will guide the sequencing of activities and support continued coordination between the Albanian Customs Administration and ASYCUDA.
The Albanian Customs Administration delegation meets with the ASYCUDA team in Geneva to review the roadmap for ASY5 EU implementation and Albania’s customs digitalization priorities.
The Albanian delegation was led by Mr. Besmir Beja, Director General of the Albanian Customs Administration, and included Mr. Pajtim Melani, Deputy Director General, and Mr. Gerti Gorenca, Director of Customs Valuation.
Through ASY5 EU, UNCTAD’s ASYCUDA Programme will continue to support Albania in modernizing its customs administration, strengthening digital customs processes and advancing the country’s alignment with European Union customs requirements.
