The Central African Republic requested ASYCUDA’s technical assistance for the modernization of Customs and the further digitalization of its procedures and processes. The European Union-funded ASYCUDA project includes the migration from ASYCUDA++ to ASYCUDAWorld, the development and integration of tailored additional modules and features into the system, the development of data exchanges with Customs partners and other administration, the procurement of hardware and the delivery of capacity building activities to Customs teams. Its official kick-off took place in Bangui in June 2022 and enjoyed the presence of the Minister of Finance, the Director General of Customs and the Representative of the European Union Ambassador. “These digitalization efforts are at the heart of the reform of public finance undertaken in cooperation with our financial and technical partners” said Mr. Hervé Ndoba, Minister of Finance.
Following the successful installation of the ASYCUDAWorld prototype at Customs Headquarters in Bangui, ASYCUDA experts delivered ASYCUDAWorld technical and functional training to the national IT Customs team and Customs officers respectively. A delegation from Customs undertook a study tour in Niger to learn from their experience in migrating to ASYCUDAWorld.
In September 2022, the first Steering Committee of the Central African Customs Modernization Project took place in Bangui and was Chaired by Minister of Finance’s Director of Cabinet and attended by Customs, EU and UNCTAD. It reviewed the progress of the migration to ASYCUDAWorld and Customs reform project and designed a strategic roadmap for the official launch of the system.
On 16 February 2023, Bangui Airport, the selected Customs office to pilot the implementation, successfully launched ASYCUDAWorld. The event enjoyed the official visit of the Customs Director General.
On 8 May 2023, following the success of the deployment of the system at Bangui Airport, all Customs offices in Bangui and Beloko – located near the border with Cameroon – migrated to ASYCUDAWorld. On 12 June 2023, the Central African customs office for transit located in Douala, Cameroon successfully migrated to ASYCUDAWorld. The Central African Republic and Cameroon Customs have since exchanged transit data and tracked goods until their final destination. That same month all computerized customs offices in the country migrated to ASYCUDAWorld.
Customs and ASYCUDA experts are now collaborating with commercial banks for the interconnection of their IT systems and ASYCUDAWorld and are preparing the deployment of ASYCUDAWorld in non-computerized Customs offices.
