
Funded by TradeMark Africa (TMA), the ASYPM project is a key step in the modernization and digitalization of customs processes in the DRC. The Directorate General of Customs and Excise (DGDA) of the Democratic Republic of the Congo (DRC) organized a high-level workshop on the implementation of the Performance Measurement System (ASYPM) from 1 to 3 December 2025, at the Hotel Béatrice in Kinshasa. Organized in close collaboration with UNCTAD, this workshop marks a major step forward in the digital transformation and modernization of the Congolese Customs Administration.
In opening the proceedings, the Director General of DGDA, Mr. Bernard Kabese, emphasized the strategic importance of ASYPM in improving the management, transparency, and performance of customs services. He highlighted DGDA’s commitment to strengthening its governance and providing central and regional managers and directors with modern analytical tools capable of effectively supporting decision-making.
UNCTAD’s ASYCUDA Regional Coordinator praised the strong collaboration with DGDA and recalled that the introduction of ASYPM in DRC is part of UNCTAD’s overall approach to supporting Customs Administrations in the implementation of reliable data and advanced analytical tools to improve institutional performance.
During the workshop, UNCTAD’s ASYCUDA team presented the system’s operational capabilities in terms of automation, statistical analysis, transparency of operations and revenue monitoring. Discussions also highlighted the need to strengthen the technical skills of local teams, support the fight against illegal practices, and improve strategic management through reliable indicators. Participants highlighted the central role of ASYPM in strengthening integrity, improving financial performance, optimizing processes, and sustainably modernizing customs management in DRC. The technical and functional teams who participated in the ASYPM training organized during the week of 24 November 2025 were awarded certificates.
