In February 2021, Timor Leste launched their electronic Single Window (eSW), linking Partner Government Agencies (PGAs) and TradeInvest. The eSW is an online tool that connects traders and PGAs to each other, meaning faster clearance and release of import/export consignments. To date, the impact of the eSW has been felt by all involved in international trade with Timor-Leste, cutting the number of exemption letters and physical trips investors used to make to clear their consignments by about a tenth.
Since its launch, the eSW has connected customs with agencies such as the Autoridade Portuáriu Timor-Leste (APORTIL), National Ozone Unit for the control and management of Depleting Substances importation, SAMES for importation Government Medicine and National Directorate for External Trade (DNCE), National Directorate Land Transport (DNTT) & Customs for Vehicle importation and registration.
Today, at the National TileSW conference, attended by the Minister of Finance, Vice-President of the National Parliament Commission, Vice-Minister of Finance, UN Resident Coordinator, among others, those PGAs already using the eSW also shared their experiences of using the system. This event was also the occasion for the Ministry of Transport and Communications Director General to sign an MoU committing to also join the system, further improving its capabilities and reach.
